Job Profile

The Director oversees four service areas within the Clerk’s Division consisting of Council and public services, Records and Archives, Accessibility and Diversity Services and By-Law Enforcement. Key activities of the Clerk’s Division include all statutory and municipal policies and procedures under the jurisdiction of the Clerk’s Division. Is a statutory officer appointed by Council to carry out numerous responsibilities pursuant to Provincial legislation.

What you will be doing
  • Member of the Senior Management Team providing input into organizational and operational matters with a strategic issues-management focus
  • Responsible to ensure that the primary activities of the Clerks Division in the areas of administrative support to Council, corporate records, lotteries, licensing, minutes, by-laws, agendas, operating and capital budgets, vital statistics, Freedom of Information and Privacy, accessibility and diversity services, by-law compliance, parking enforcement and animal control are provided in an efficient and effective manner
  • Chief Returning Officer for the administration and implementation of Municipal and School Board Elections
  • Provides advice and interpretation to the public on Council actions, by-laws, policies and procedures
  • Acts as a contact/official spokesperson for organization
  • Working across organization and collaborate with external agencies, other levels of government and community stakeholders
  • Participate as department representative on special corporate projects/internal committees
  • Responsible for safekeeping of all official records in accordance Municipal Freedom of Information and Protection of Privacy Act
  • Attend open and closed Council and Committee meetings, acts as parliamentarian and provides strategic advice with respect to governance best practices to Council
  • Manage staff human resource issues, complying with union contract agreements, where applicable
  • Acts as the Signing Officer for the Corporation of the City of Cambridge
  • Oversees charitable organizations lottery revenues and expenses to ensure compliance to provincial regulations.
  • Commissioner of Oaths for the swearing of affidavits for both internal and external documents
  • Ensures by-law compliance with respect to municipal by-law and parking enforcement and animal control services
Education
Undergraduate Level - Four years or equivalent in Public Administration or Political Science
Experience and Knowledge

Seven to ten years of experience at a senior level of management in a municipal environment.
Involvement in administration as a Returning Officer in municipal elections.
Familiar with computer applications with respect to electronic records management, elections and property data bases.
Established supervisory skills, communications and interpersonal skills speaking in a public forum, representing the municipality at official functions and responding to media when necessary. Demonstrated ability to resolve significant problems that may be controversial in the public domain and disputes both internally and externally.
Demonstrated political acumen and ability to negotiate, facilitate and present information to varied audience.
Working knowledge of Emergency Management functions.

Your compensation

This position is located in Band Level 9 of the Non-Union Salary Scale and has an annual salary range of $118,065 to $143,980. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

Hours of work

Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours per week)
Evening meetings (once a week).
