Position Summary Job Type: Full-time, permanent Hours of Work: 8:30am – 4:30pm, Monday to Friday Reporting to: Director of Legislative Services and Governmental Relations Department: Legislative Services and Governmental Relations The Department of Legislative Services is in the centre of a fast-paced environment. You will constantly face new challenges as you support the fabric of parliamentary democracy and Indigenous self-government. Key Responsibilities Performs all duties and responsibilities in accordance with Tla’amin laws, regulations, policies, practices and procedures as directed by the Legislative Services and Governmental Relations or any other such person designated by the Employer. Maintains confidentiality as required pertaining to Citizens, clients, employees and general matters of the Nation. Provides senior and confidential administrative and research support to the Director of Legislative Services and Governmental Relations. Organizes all relevant materials for Executive Council and Legislative Assembly meetings, including drafting agendas, and preparing supporting materials. Attends the Executive Council and Legislative Assembly meetings and records minutes of the proceedings. Researches and writes briefing materials. Monitors legal and legislative changes and initiatives of other governments. Manages two email accounts and incoming mail for matters related to the Executive Council and Legislative Assembly. Assists with fulfilling requests for copies of laws, regulations, policies and records of the Executive Council and Legislative Assembly. Assists in the preparation and organization of the semi-annual General Assembly meetings, including preparing supporting materials. Ensures all Executive Council and Legislative Assembly travel arrangements are made accurately and in accordance with Tla’amin financial policies. Supports the Director of Legislative Services and Governmental Relations and Chief Administrative Officer in with fulfilling duties and tasks as set out in the Freedom of Information & Protection of Privacy Law. Assists in drafting, revising, and consolidating regulations and policies. Supports the Director of Legislative Services and Governmental Relations in managing and processing regulations, policies and other Nation documents. Supports the Director of Legislative Services and Governmental Relations to undertake tasks associated with Tla’amin Nation elections and referendums. Ensures professional maintenance, security and confidentiality of files and documents. Maintains a high degree of discretion and confidentiality. Collaborates with all Nation staff to assist in event planning for public events hosted by Tla’amin Nation. Other duties as assigned. Qualifications Training, Education, Experience Bachelor’s degree in a field related to political science or public administration. Completion of a master's degree is an asset. Minimum of 5 years’ related experience. An equivalent combination of education and experience will be considered. Experience in researching and analyzing parliamentary, procedural, or legal issues. Class 5 Driver’s Licence and acceptable Driving Record. Acceptable Police Information Check. Knowledge, Skills, Abilities Knowledge of constitutional law and the parliamentary system. Above-average writing skills. Exceptional attention to detail with superior time management skills, multitasking skills, and ability to prioritize tasks with minimal supervision while meeting deadlines. High degree of skill in composing, transcribing, and editing meeting minutes. Ability to work with multiple, competing and changing priorities while handling a variety of projects and tasks simultaneously. Ability to establish and maintain positive working relationships with elected officials, colleagues, external organizations, and the public. Ability to manage confidential and sensitive matters with discretion and tact and appropriately safeguard the distribution of and access to such information. Intermediate to advanced computer skills including Microsoft Office. Strong cultural sensitivity with a deep respect for First Nations’ culture, traditions and protocols. Knowledge of the theories, principles and concepts of Canadian law including parliamentary law, constitutional law, and common law is an asset. Knowledge of the functions of federal, provincial, Treaty First Nation, and municipal governments is an asset. Knowledge of statutory interpretation or legislative drafting is an asset. Working Conditions Work is performed primarily in an office environment. Occasional travel to attend meetings or training is required. Occasional evening and weekend work may be required.
