The Energy Operation division is responsible for leasing and maintaining Alberta’s Crown mineral rights and for calculating, assessing, collecting, and reconciling royalty revenues from natural gas, natural gas liquids, helium, conventional oil, oil sands, coal, and metallic and industrial minerals on behalf of Albertans.  In addition, the division looks after Petrinex, which is a key volumetric reporting system for industry and western Canada.  Role Responsibilities Do you enjoy detailed work, insightful analysis, and recognise the importance of maintaining accurate records? The Oil Sands, Coal and Minerals Operations branch is seeking a Senior Land Analyst to support the Oil Sands Tenure unit. Reporting to the Tenure Manager, the Senior Land Analyst is responsible for administering approximately 5,000 active oil sands agreements and supporting processes related to the disposition of Crown oil sands rights through public offerings and direct purchases. The role focuses on managing the lifecycle of oil sands leases, ensuring compliance with legislation and accurate records, and efficient resource management. Lease Management and Continuation  

Evaluate and process applications for lease continuation, extension, and amendments based on legislative and policy related criteria. Communicate with industry stakeholders regarding application requirements and deficiencies. Collaborate with technical teams for their review and interpretation. Prepare official correspondence and agreements (continuations, cancellations, amendments, issuance, etc.) Review and apply relevant regulations and policies. Manage financial records including rental adjustments, refunds and credits. Maintain accurate records in relevant internal systems applications.

  Crown Rights Disposition

Administer processes for the disposition of Crown oil sands rights in accordance with legislation and policy. Interact with industry to clarify regulations and resolve disposition issues. Prepare and review public offering notices, direct purchase requests and related agreement issuance and documentation.

 Role Responsibilites cont. System Development & Maintenance:

Participate in the reviews for development and maintenance of internal tenure systems to ensure accurate reflection of business requirements.  Contribute to the creation of test cases and execute testing. Identify system deficiencies in need of resolution.

  Managerial Assistance & Special Projects:  

Conduct research and prepare reports/projects as requested by senior staff. Coordinate statistical information related to agreement data. Resolve outstanding sales and continuation issues. Provide updates and participate in stakeholder meetings. Update operational processes as necessary. Administer production unit allocation agreements.

Minimum two-year diploma in a related field such as Land Administration or Business Administration, Legal Administration or Geology, plus two years progressively responsible related experience preferably in the Land Tenure.

Equivalency:

Directly related education or related experience may be considered based on one year of education for one year of experience; or one year of experience for one year of education.

  The following will be considered assets:

Preference may be given to candidates with strong knowledge of Crown oil sands tenure programs and related administration. Experience supporting process improvements, including testing, issue resolution, and documentation. Experience working with land or mineral tenure systems and maintaining accurate data and financial records. Proficiency in using Microsoft Excel, including intermediate to advanced functions (e.g., pivot tables).
