About the Role E.SUN Commercial Bank Toronto Branch is seeking an experienced Chief Compliance Officer & Chief Anti-Money Laundering Officer (CAMLO) to lead the Branch's Regulatory Compliance, AML/ATF, and Sanctions programs. Reporting to the General Manager with a functional reporting line to Head Office Compliance, this senior leadership role is responsible for overseeing the Branch's compliance and financial crime risk management framework, ensuring adherence to Canadian regulatory requirements, including OSFI expectations, PCMLTFA/FINTRAC obligations, sanctions regulations, privacy requirements, and internal policies. The successful candidate will act as the primary compliance and AML advisor to Senior Management, lead regulatory engagements, and foster a strong culture of compliance and ethical business conduct across the organization.
Key Responsibilities Compliance & Financial Crime Governance Lead and maintain the Branch's Regulatory Compliance Management (RCM), AML/ATF, and Sanctions frameworks. Develop and enhance policies, procedures, controls, and governance practices to meet evolving regulatory requirements. Establish and execute risk-based compliance and AML monitoring, testing, and reporting programs. Conduct compliance and financial crime risk assessments and oversee remediation of identified issues. Regulatory Oversight & Stakeholder Management Serve as the primary liaison with regulators, including OSFI and FINTRAC. Monitor regulatory developments and provide guidance to business and senior management regarding their impact. Coordinate regulatory examinations, internal audits, and related remediation activities. Provide regular reporting to Senior Management, Head Office, and relevant governance committees. Risk Advisory & Business Partnership Advise business units on regulatory compliance, AML/ATF, sanctions, and new business initiatives. Review new products, services, and strategic initiatives from a compliance and financial crime risk perspective. Support the implementation of effective controls within the first line of defense and promote a strong risk culture. Leadership & Program Development Lead, mentor, and develop the Compliance and AML function. Drive continuous improvement of compliance and financial crime programs, systems, and controls. Deliver compliance and AML training and awareness initiatives across the Branch. Promote a culture of integrity, accountability, and regulatory excellence.
Qualifications Education & Certifications Bachelor's degree in Law, Business, Finance, Accounting, Economics, or a related discipline. Professional certifications such as CAMS, CFCS, CRCM, or equivalent are strongly preferred. Advanced degree (MBA, LL.M., or related qualification) is considered an asset. Experience Minimum 10 years of progressive experience in Compliance, AML/ATF, Financial Crime Risk Management, or related functions within banking or financial services. Experience working with Canadian regulatory requirements and supervisory expectations. Demonstrated experience dealing directly with regulators, senior management, and cross-border stakeholders. Experience within a foreign bank branch, corporate banking, wholesale banking, or internationally active financial institution is preferred. Knowledge & Skills Strong knowledge of: OSFI regulatory expectations and Guideline E-13 PCMLTFA and FINTRAC requirements AML/ATF and sanctions compliance Canadian banking regulatory framework Strong leadership, communication, and stakeholder management skills. Ability to translate regulatory requirements into practical business solutions. High degree of integrity, independent judgment, and sound risk management mindset. Fluency in English and Mandarin is required to support communication with both Canadian stakeholders and Head Office in Taiwan.
