We are looking for a talented Legal Manager, Markets and Tariff to join our Law team. Reporting to the Director, Law (Markets), the Legal Manager, Markets and Tariff is responsible for leading legal and regulatory staff in the delivery of strategic legal advice that is in the best interests of the AESO, industry participants, and Albertans.

The Legal Manager, Markets and Tariff has an active role both as a leader within the organization and as a subject matter expert. The Legal Manager must excel working within a matrix environment and must be adept at developing highly collaborative relationships across the organization.

Accountabilities include but are not limited to:

  • Lead the delivery of legal services with respect to the provision of legal advice, opinions, and strategy regarding regulatory decisions, proceedings, and other such initiatives.

  • Develop a comprehensive understanding of the AESO's mandate, business, values, and goals.

  • Provide strategic and proactive advice, support, and guidance with respect to the preparation and filing of

    • ISO market rules, including rules relating to the AESO's restructured energy market recommendation,

    • the ISO tariff, and

    • the preparation of other related documents (such as information documents), and the preparation and ongoing management of legal submissions to the AUC with respect to the foregoing.

  • Interpret legislation, government policy, Alberta Utilities Commission (AUC) rules, AUC decisions, and commercial documentation. Ensure consistency in the AESO's approach across all business units.

  • Provide guidance and assistance with the development of internal processes and governance related to the development of ISO market rules, the ISO tariff, and other related documents where applicable.

  • Provide strategic and proactive advice, support, and guidance with respect to litigation and disputes.

  • Lead the development and ongoing management of formal and informal stakeholder consultation processes and procedures as it pertains to the Markets function.

  • Develop and coach staff and take a lead role in the development of programs focused on the continuing professional development of legal staff.

  • Assignment of regulatory legal counsel and other staff in collaboration with other Legal Managers.

  • Management of regulatory administration function and personnel.

  • Monitor and manage interdependencies and interfaces with other legal staff.

  • Assist with the ongoing management of relationships with external counsel.

  • Maintain currency with, and provide advice on, relevant legislation, government policies, and industry issues.

  • Provide support to other Legal Managers with respect to the delivery of legal services to other business units within the organization.

  • Develop and maintain professional relationships with internal clients.

  • Ongoing support to the Director, Law (Markets) as required.

What you'll bring to us:

  • LL. B or J.D.

  • Membership in, or eligibility to become a member of the Law Society of Alberta.

  • 10+ years of relevant legal experience including relevant work experience at a management level.

  • Experience with regulatory/administrative law and the Alberta electricity industry.

  • Experience with litigation or corporate governance would be an asset.

  • Demonstrated ability to manage change and to develop innovative legal and process strategy and objectives.

  • Exceptional team building with demonstrated ability to lead, motivate and mentor staff.

  • Proven ability to build sound working relationships with others and gain their trust.
